Victoria's water sector performs a wide range of functions, including:
- delivering water and sewerage services to customers
- managing water resources and water entitlements
- protecting and improving waterways and catchments
- planning for future water needs
- managing floods, droughts and climate-related risks
- regulating activities that affect water resources and waterways.
DEECA is responsible for water policy, legislation and strategic planning. Water corporations deliver water and sewerage services, manage water infrastructure and undertake a range of water management functions. Catchment management authorities coordinate integrated catchment management and help protect and improve the health of Victoria's waterways, floodplains and catchments.
Victoria's water management framework is primarily established under the Water Act 1989 and supported by a range of strategies, plans, regulatory arrangements and governance mechanisms that guide how water resources are managed and shared.
Through this approach, Victoria seeks to balance environmental, cultural, social and economic outcomes, ensuring water resources are managed sustainably and in the public interest.
