Permissible Consumptive Volume Surface Water Order 2024
Description: Consolidates all previous PCV surface water Orders and amendment Orders into one overarching PCV surface water Order.
Allows appropriate accounting for and broader application of section 51 take and use licences with the condition to return water taken back to the system.

Groundwater PCV Orders
Consolidated PCV Groundwater Order
Description: This is a consolidated version of the PCV Groundwater Order 2024 (G30 25 July 2024) and subsequent amendments made under 22A(1) of the Water Act 1989 (the Act) as at 3 July 2025 (for details of the Order and subsequent amendment Orders see Appendix 1).
Copies of the groundwater PCV Order and amendment Order can be found below. This document has been created as a working record for staff of the Department of Energy, Environment and Climate Action, and may also be a convenient record for water corporations and members of the public.

Permissible Consumptive Volume Groundwater Order 2024
Description: Consolidates all previous PCV groundwater Orders and amendment Orders into one overarching PCV groundwater Order.
Allows appropriate accounting for and broader application of section 51 take and use licences with the condition to return water taken back to the system.
Corrects a legacy administrative error to allow existing groundwater licences to be reassigned against the correct water supply system to ensure accurate water reporting.
Effective date: 25 July 2024.

Permissible Consumptive Volume Groundwater Amendment Order 2025
Description:. The purpose of this Order is to amend the PCV Groundwater Order 2024 to provide for dewatering activities within the Moorabbin Groundwater Management Area associated with the Suburban Rail Loop infrastructure projects until 31 December 2031.
