
Victoria’s water sector will have more representative leadership than ever before, with new board appointments that reflect the rich cultural diversity of the state.
Minister for Water Gayle Tierney has appointed 135 new board members to Victoria’s 18 water corporations, 9 Catchment Management Authorities and the Birrarung Council.
The appointees will join 109 continuing board members to oversee the delivery of critical water services and preservation of Victoria’s catchments and waterways.
The selection process was overseen by an independent panel, who looked to balance continuity with the injection of fresh ideas to ensure the leadership of Victoria’s water entities reflected the diversity of the communities they serve.
A public expression of interest in March 2025 received over 700 applications for water sector board positions.
Representing Victoria’s diversity
The number of Aboriginal board members in the water sector has increased to 29, more than double that from 2019. With this increased representation, 23 out of 29 water sector boards will have an Aboriginal board member.
For the first time, the Birrarung Council will be led by a Victorian Traditional Owner, with Uncle Andrew Gardiner appointed chairperson.
The Birrarung Council advocates for the protection of the Birrarung (Yarra River) and provides advice on the implementation of Burndap Birrarung burndap umarkoo (the Yarra Strategic Plan).
Female representation in the water sector continues to exceed the Victorian Government’s commitment for equal representation of women on government boards. Women make up 58% of board members, with 18 out of 29 chairperson positions held by women.
The number of board members who identify as part of the LGBTIQ+ community has increased to 13, up from 3 in 2023.
Young people will be better represented on boards, with 6 people under the age of 35 appointed. In 2023 there were no people aged under 35 on water sector boards.
Regional Victorians continue to make up over half of board roles in the water sector and the representation of culturally and linguistically diverse people remains similar to 2023, with 43 members appointed.
