At the end of December, there were 127 unregulated streams subject to diversion restrictions across Victoria, 56 more than November. This time last year, there were 101 waterways subject to restrictions.

Goulburn-Murray Water had a total of 92 streams on restriction or rosters at the end of December, with additional restrictions implemented in 38 streams since November and one lifted.

Melbourne Water had a total of 24 streams or bans at the end of December. Since November, 14 restrictions have been implemented and one removed.

Southern Rural Water had 14 streams with bans in place at the end of December, with restrictions implemented in an additional 5 streams.

In Grampians Wimmera Mallee Water’s area, the Wimmera and Avoca River were unrestricted in December 2019 (and have been since July 2019). Please note, previously these two streams were reported incorrectly as being restricted. The Wimmera River and Avoca River unregulated river diversion triggers were both fully satisfied in August 2019. Once this has taken place the triggers are deemed to be satisfied for the remainder of the respective year. When the triggers are met surface water licence holders may access licence volumes according to relevant rules/conditions (as specified in the Wimmera Catchment Surface Water and Groundwater Local Management Plan (January 2018) and the Avoca Catchment Local Management Plan (January 2017)).  

Note that the triggers being met does not indicate available supply.  In recent years reliability of flow has decreased significantly. Rivers such as the Wimmera and Avoca, although not currently flowing, still have many pools that diverters may utilise if they are able to access.
