10-Year Evaluation of the Environmental Contribution

In 2014, the Victorian Auditor-General's Office (VAGO) undertook a performance audit of the administration and effectiveness of the Environmental Contribution (EC). The audit report was tabled in parliament on 24 June, 2014.

Among a range of findings, VAGO recommended that DELWP undertake an evaluation of the overall effectiveness of the EC over the 10 years since it was first established.

DELWP agreed to this recommendation.

Following a public tender process, Aither Pty Ltd was engaged to undertake the evaluation project.

The evaluation focussed on nine investment categories, which covered all of the individual EC funded initiatives over the ten-year period. Representative projects were examined in detail where they involved substantial expenditure or policy significance.

The evaluation project was conducted in the first half of 2015, this included input from a departmental Project Reference Group with expertise and management responsibility in each of the nine investment categories.

The department has accepted the report, which was finalised in October 2015, and has noted that its findings and recommendations will provide useful inputs to improving future management of the EC. The recommendations directly complement those made in the VAGO performance audit.
