Review and assessment
The Water Act 1989 requires Sustainable Water Strategies to be reviewed at least every 10 years. Reviews provide an opportunity to identify if the timelines and targets of the Strategy have been met and ways to continue achievement of actions.
Water for Victoria identified the opportunity to complete five-yearly assessments of Sustainable Water Strategies. The five-yearly assessments help identify any key trends and issues to be taken up in any future review.
The review of the Central Region Sustainable Water Strategy started in 2016 and five-year assessments of the Western Region and Gippsland Region sustainable water strategies began in 2017.
Alignment with Long Term Water Resource Assessments
The review and assessments will align with the Long-term water resource assessment process.
- 2016-2017: review of the Central Region Sustainable Water Strategy and the five-yearly assessments of the Western Region and Gippsland Region sustainable water strategies began.
- 2018-2019: the review of the Central Region Sustainable Water Strategy and the five-yearly assessments of the Western Region and Gippsland Region sustainable water strategies will be completed. The Long-Term Water Resource Assessment (technical assessment), the review of the Northern Region Sustainable Water Strategy and a future sustainable water strategy incorporating the Central Region will begin.
- 2020-2021: the review of the Northern Region Sustainable Water Strategy and the development of a sustainable water strategy incorporating the Central Region will progress.
Stocktake of actions
Three hundred actions were identified across the four sustainable water strategies. Actions are being implemented by DELWP, water corporations, catchment management authorities (CMAs), the Department of Economic Development, Jobs, Transport and Resources (DEDJTR), and partners and stakeholders.
We completed a stocktake of the actions in 2016: out of 300, 239 are now complete. Of the remaining actions:
- 29 are ongoing
- 32 will be implemented through other policies, such as Water for Victoria and Victoria's implementation of the Murray Darling Basin Plan.

As part of the review of the Central Region Sustainable Water Strategy the stocktake in the Central Region was updated in 2017. The review found that out of the 112 actions, 104 actions were achieved, 5 were partly achieved and 3 are not yet achieved (with implementation either continuing or progressing through another strategy). A Draft review report is available for public consultation on the review page on the Engage Victoria website.
The review of the Central Region Sustainable Water Strategy is being developed in collaboration with other government departments, independent experts and water-sector stakeholders including Traditional Owner groups and urban, rural and environmental water users. It is being conducted with strategic guidance, advice and oversight of a consultative committee.
A Draft report is now available for public consultation. It explains how water management has progressed since the release of the CRSWS in 2006, looks back to see if the CRSWS’s aims and targets were achieved, supports continuing the achievement of actions, and outlines considerations for a future strategy or strategies.

Five-yearly assessments of the Western Region and Gippsland Region sustainable water strategies
The five-yearly assessments of the Western Region Sustainable Water Strategy (2011) and Gippsland Region Sustainable Water Strategy (2011) are progressing. They are being prepared by DELWP in collaboration with key stakeholders.
The status of actions in the stocktake completed in 2016 will be updated. The assessments will highlight issues that have impacted on the implementation of the strategies and investigate whether reprioritisation or refocusing of actions is needed.
