This initiative has been established to reduce the risk of, and exposure to, flooding for urban and rural communities in Victoria. Measures undertaken as part of this initiative include the improvement of flood risk information and the construction of levees and other flood mitigation works to help improve community and infrastructure resilience to flooding and inundation.

Progress
This initiative has enabled the Department of Environment, Land, Water and Planning (DELWP) to assist catchment management authorities (CMAs) and municipalities across regional Victoria to improve their knowledge of areas of flood risk and ensure that new development is compatible with the flood risk.
Flood risk information has been improved through the commencement of local flood risk studies for Numurkah, Traralgon, Rosedale, Geelong and Barwon Heads (Barwon River), and Batesford. Flood risk studies have also been completed under this initiative for Seaspray, Warracknabeal and Rupanyup.
Since the release of the Victorian Floods Review in 2011, CMAs and local governments have worked with communities to complete almost 30 flood studies. Many studies include a detailed assessment of the community's capacity to receive and act on flood warnings, and recommendations for development of a tailored total flood warning system.
Flood warnings provide communities and emergency management agencies with information about when flooding may occur, its likely severity and what to do to reduce damages.
Preliminary flood warning assessments have been completed for thirteen towns in the south western and central districts. These communities have not received a detailed flood warning system in the past.
The initiative has commenced implementation of infrastructure to support development of total flood warning systems at Natimuk, North Warrnambool, Casterton, Port Fairy and Rochester, communities all impacted by flooding in 2010-11.
