Report: better practice in domestic wastewater management

Statewide Services: Better practice in domestic wastewater management and selected case studies

This report seeks to address the objectives set by the Department of Sustainability and the Environment (“DSE”) to identify better practice case studies for the onsite management of domestic wastewater and if needed provide recommendations for improving domestic wastewater management in Victoria.

The case studies are to be drawn from Government funded programs in Victoria and supplemented with projects implemented nationally and internationally.

DSE commissioned, via a Request for Proposal, a study of implemented projects under the Country Towns Water Supply and Sewerage Program (“CTWS&S”) and the Small Towns Water Quality Fund (“STWQF”) to identify better practice.

The study was undertaken between June and September 2010 and necessarily involved the identification of better practice elements and preparation of assessment criteria and methodology.

Literature reviews were conducted to determine a framework within which to evaluate projects for better practice and projects that constituted industry best practice.

Stakeholders from local government authorities (“LGA”), catchment water authorities (“CWA”), Department of Health (“DH”), Environment Protection Authority (“EPA”) and DSE were invited to participate in a review of the better practice framework and evaluation matrix as well as contribute to the nomination of projects for further investigation.
