DSE has established a dedicated Desalination Project Team in its Capital Projects Division to manage delivery of the project.

Capital Projects Division General Manager Peter Sammut leads the Desalination Project Team, which has six teams.

Commercial and Legal

The Commercial and Legal Team has driven the tendering process and bid assessment for the Public Private Partnership contract that delivers the project, including development of the Project Deed. The Team is responsible for legal and financial management.

Property

The Property Team has managed consultation with landowners on the plant site, pipeline and power supply, and arranged for the acquisition of land and easements where required. The team is responsible for landowner liaison and negotiations regarding compensation for acquisition of easements and temporary construction land.

Technical and Engineering

The Technical and Engineering Team has helped to develop the design and construction requirements of the project and is responsible for reviewing design packages to ensure they meet Performance Requirements in the Project Deed.

Planning and Environment

The Planning and Environment Team managed the Environment Effects Statement investigations and development of environmental Performance Requirements, as well as obtaining other key approvals. The team continues to manage environmental Performance Requirements by reviewing design packages and assisting with auditing processes.

Business Services

The Business Services Team ensures that the Capital Projects Division has the resources, staff and policies required to achieve its goal of delivering the Victorian Desalination Project.

Communications and Stakeholder Relations

The Communications and Stakeholder Relations team has managed consultation with a range of stakeholders since the project started in 2007. The team works with community members, community groups, councils, government agencies and other stakeholders to take feedback and provide information.
